THE MINUTES OF AN EXTRAORDINARY MEETING OF FRANT PARISH COUNCIL AT
BELLS YEW GREEN VILLAGE HALL ON TUESDAY 13 NOVEMBER AT 20:00

Present: Councillors Mrs Howell (Vice-Chairman), Burgess, Gray, Harris, Hewes, Mrs Myers, Rowland and Mrs Scarborough.

Also in attendance: Five members of the public.

1.             TO RECEIVE APOLOGIES AND REASON FOR ABSENCE
Apologies received from Cllrs. Crookshank, Hall and Jeal; reasons noted and accepted.

2.             DECLARATION OF INTERESTS
Cllrs. Harris and Hewes declared prejudicial interests as trustees of Bells Yew Green Village Hall and left the meeting during item 5.

3              TO RECEIVE REPORT FROM HELEN ATKIN OF ACTION IN RURAL SUSSEX
None.

4.             OPEN FORUM
Mrs Hodson, Chairman of Bells Yew Green Village Hall Management Committee, gave an overview of the Lottery application and the reason for requesting a lease.

Cllr. Hewes reported on the circumstances in which the Trust Deed had been drawn up. Unfortunately the Trust Deed was not tied in with the conveyance when the hall was purchased by the Parish Council.

5.             BELLS YEW GREEN VILLAGE HALL
To approve the lease of Bells Yew Green Village Hall and land to the Trustees of Bells Yew Green Village Hall
The trustees of Bells Yew Green Village Hall are the Parish Council Chairman, ward councillors and the Clerk.
Resolved to approve the lease of Bells Yew Green Village Hall and land to the Trustees of Bells Yew Green Village Hall (LGA 1972 s127 (1)), with the village hall taking on responsibility for insurance and repairs.

To agree the length of the lease
Resolved that the lease of Bells Yew Green Village Hall and land to the Trustees of Bells Yew Green Village Hall should be for 28 years with an option to renew.

To agree the annual rental payment
Resolved that the lease of Bells Yew Green Village Hall and land to the Trustees of Bells Yew Green Village Hall should be for an annual peppercorn rent of £1.

To agree to incur costs for professional services required in drawing up ad executing a lease.
Resolved to incur costs of £500 + VAT for professional services by Hedleys Solicitors in drawing up and executing a lease.

To agree to send a letter to the Big Lottery Fund supporting the proposed improvements to the hall
Resolved to send a letter to the Big Lottery supporting the proposed improvements to Bells Yew Green Village Hall.
