THE MINUTES OF FRANT PARISH COUNCIL PLANNING MEETING
HELD AT FRANT MEMORIAL HALL ON MONDAY 7 January 2008 AT 19:30

RECEIVE APOLOGIES AND REASON FOR ABSENCE
Apology received from Cllr. Hall; reason noted and accepted.
Cllr. Gray declared a personal interest in application WD/2007/3672/F as a neighbour.
Cllr Hewes declared a personal interest in application WD/2007/3636/F as a neighbour.
Cllr. Mrs Howell declared an interest due to her duties as a District Cllr; observations to be made if required, no participation in voting.
The footprint of the site is considered too large and staff accommodation should be incorporated within the main dwelling.
Benhall Mill Road
Local residents adjacent to the site are unhappy with the proposal for 72 dwellings; there have already been 104 new properties built in back gardens in Forest Road. Cllrs. asked to consider how the development will serve the parish as residents of the site will view themselves as living in Tunbridge Wells. The infrastructure cannot cope with more dwellings and local schools are full. WDC has sufficient allocated land for new build for the next 5 years and should not be looking to build on a greenfield site. The area is designated as SCNI and the proposed long access road is inappropriate.
MAKE RECOMMENDATIONS ABOUT PLANNING APPLICATIONS RECEIVED
WD/2007/3590/MAJ Land at Benhall Mill Road – 72 dwellings, formation of access road and associated infrastructure and works.
It was resolved by a majority to object to the application. Cllr. Hewes voted against the application.
Frant Parish Council objects to this application which is considered be to
be too intensive on this greenfield site. The county boundary should also be
protected; the present open countryside provides a clear break between the
urban development of Tunbridge Wells and the rural settlements of Frant Parish.
It is appreciated that traffic assessments have been undertaken and indicate that the existing road network can cope with the additional traffic generated from the new development. However, the junction of Benhall Mill Road and Forest Road is awkward and some traffic measures should be introduced; it is not clear how an East Sussex development will link with Kent highways in this respect.
There is also concern that the existing infrastructure in the parish will not be able to cope with a large increase in residents, especially the village school at Frant which is full.
If the development is to be approved, then the access should be reconsidered. The proposed long entrance road is not suitable within the remaining SNCI area and an alternative access nearer to the dwellings should be sought.
It was resolved to respond to the planning applications as follows:
WD/2007/3672/F Land at Tyburn Buildings, Ely Grange, Frant – staff
accommodation building in grounds of new dwelling.
Frant Parish Council objects to this application as the footprint of the main house has already been increased to incorporate the previously approved staff accommodation. A further dwelling on this site is considered to be over development and an intrusion in this prominent AONB location.
WD/2007/3559/LB Stone House, The Green, Frant – demolition
of modern conservatory and erection of extension at rear of dwelling. Doorways
re-opened/internal access alterations, internal walls removed in annexe.
No objection subject to the views of the Conservation Officer.
WD/2007/3635/FR Inchbroom, Frant – garden shed to south
and rear of property.
Frant Parish Council objects to this retrospective application for a large building as it appears to be sited outside of the residential curtilage in the area of parkland.
If the application is approved then a condition should be applied to provide screening with suitable native species.
WD/2007/2923/F Rothbury, Wadhurst Road – enlargement
of existing porch.
Frant Parish Council supports this application.
WD/2007/3636/F 3 Rushlye Cottages, Bells Yew Green – relocation
of stable building.
Frant Parish Council objects to this application. The description is incorrect as it is not a re-location of a stable block as this was removed in order to approve a three bay garage within agricultural land (WD/2007/1582/F). Further development on agricultural land at this site should be resisted. There is already adequate stabling for domestic use.
